With the aim of promoting Central American and Caribbean maritime port activity, COCATRAM has signed Memorandums of Understanding with the following related organizations:
The terms of this Memorandum of Understanding respond to the purposes of the IMO and the members of ROCRAM-CA with respect to cooperation among governments for the effective incorporation of the IMO’s World Maritime Standards and the maritime strategies adopted by ROCRAM-CA.
Scope
The terms of this Memorandum of Understanding respond to the purposes of the IMO and the members of ROCRAM-CA with respect to cooperation among governments for the effective incorporation of the IMO’s World Maritime Standards and the maritime strategies adopted by ROCRAM-CA.
Objective
In accordance with this Memorandum of Understanding, the IMO delegates to COCATRAM responsibility for the management and implementation of technical assistance detailed in the Program Execution Document (DEP), prepared for a determined two-year period and previously agreed among the parties. The DEP may be modified as agreed in writing by the IMO and COCATRAM.
COCATRAM accepts the said responsibility and agrees to manage, implement and complete the technical cooperation activities in the relevant DEP (or DEPs), in accordance with the provisions of this Memorandum of Understanding.

Joint Tasks
For the mutual benefit of the parties and with the purpose of promoting cooperation actions, COCATRAM and the IMO commit themselves to carrying out the following activities:
Coordinating the management and implementation of the technical cooperation activities.
Providing communications services and administrative and logistical support for the administrative management.
Producing quarterly financial statements and quarterly reports on the progress of the work.
Proposing technical cooperation activities in agreement with the ROCRAM-CA member countries, highlighting external support requirements and the estimated costs.
When necessary, provide technical and other support to facilitate the effective development of the work program.
Integrated Technical Cooperation Program (PICT) (in Spanish)
International Non-normative Agreement between the Central American Maritime Transport Commission (COCATRAM) and the Santander Port Authority (APS).
Scope
The willingness of COCATRAM and the APS to share and transfer accumulated experiences in their areas of responsibility and to promote knowledge-sharing programs that help strengthen and develop their capacities and contribute to the ongoing improvement of their activities.
Objective
Establish a framework of collaboration and institutional relations between COCATRAM and the APS; and also set up a meeting and joint action platform aimed at promoting the exchange of, transfer of and access to experiences, solutions and good practices in relation to port matters of common interest to both parties.
Joint Tasks
Agree cooperation tasks in the following areas:
Port regulations, rules and administration
Management of the public realm and port concessions
Port operations and services
Port security and protection
Port telematics
Port environmental sustainability
Port infrastructure
Port management planning and control
Logistics and modal integration
The traffic of merchandise, passengers and cruise liners
Any rights to intellectual property generated by the projects will belong to COCATRAM and the APS.
This agreement will be valid for two years and can be automatically extended unless cancelled by one of the parties.
Letter of Understanding between the Association of Caribbean States (ACS) and the Central American Maritime Transport Commission (COCATRAM). Implementation of the Maps of Maritime Routes of the Greater Caribbean Project (ACS-TP-009).
Scope
This Letter of Understanding is signed: bearing in mind the Cooperation Framework signed by both parties on February 14, 2004, in the city of Panama, Panama, establishing the areas of cooperation, as well as the operational procedures involved in such activities, and in particular clause IV (b); and aware of proceeding towards implementation of the Second Phase of the Maps of Maritime Routes of the Greater Caribbean Project.
Objective
To proceed expeditiously to the implementation of the Maps of Maritime Routes of the Greater Caribbean Project, through the proposal for implementation of the project’s four stages.

The team of consultants contemplated in the Project will consist of:

Designate COCATRAM as executor of the payments earmarked for the team of three international consultants, in accordance with the terms of execution of the Map of Maritime Routes of the Greater Caribbean Project, Chapter III, B. 3.5, 3.6, 3.7 and 3.8.
Planned Program.
Stage I: Visit countries proposed by the Special Transport Committee of the Association of Caribbean States (ACS): Trinidad and Tobago, Guadalupe, Dominican Republic, Jamaica, Venezuela and Panama. Expected time: Three months.
Stage II: Information processing
Compilation of the information obtained.
Analysis of the information.
Organization of the information.
Projection of the information onto the regional map.
Expected time: Three months.
Stage III: Creation of the support software. Joint teamwork with the software programmer. Expected time: Two months.
Stage IV: Editing of a compact disc containing the software with the processed information on Current Maritime Routes. Expected time: One month.
Memorandum of Understanding between the Central American Maritime Transport Commission (COCATRAM) and the Organization of the Fishing and Aquaculture Sector of the Central American Isthmus (OSPESCA).
Scope
Strengthen the inter-sectoral work in accordance with the guidelines for the Heads of State and Government of the SICA countries. COCATRAM adopts policies and decisions with a view to achieving the sector’s harmonious development; and OSPESCA is an organization that promotes the sustainable development of the fishing and aquaculture resources, based on the Fishing and Aquaculture Integration Policy 2015-2025. Therefore, the right conditions exist to strengthen the synergies that will help achieve both parties’ objectives.
Objective
Establish a coordination and cooperation framework to promote regional institutional interaction with a view to contributing to the development of similar objectives related to maritime transport and the development of fishing and aquaculture in the framework of the process of Central American integration and its respective responsibilities.
Joint Tasks
Promote actions for the convergence of the SICA member countries’ maritime transport and responsible fishing policies.
Promote a common agenda on maritime transport issues related to the fishing and aquaculture sector.
Jointly formulate, manage and implement regional projects and/or activities related to the objective of this Memorandum.
Establish necessary coordinations and agreements with other institutions or bodies that can collaborate for the development and application of this Memorandum.
Coordinate and inform the authorities responsible for transport and fishing in relation to the development of this Memorandum.
Mutual Cooperation Agreement between the Caribbean Shipping Association and the Central American Maritime Transport Commission (COCATRAM).
Scope
This cooperation agreement has been signed due to the mutual interest in fostering public and private maritime and port cooperation in the Central American region.
Objective
Foster the growth of the national, regional, public and private maritime and port sector through joint activities, support to conferences and events, and support for programs, training and projects.
Joint Tasks
Co-organized activities: these could include the dialogue on port development, the workshops related to maritime ports, or the conferences. The said meeting(s) could be an independent activity, or form part of a broader forum (e.g. a side event during the Annual REPICA meeting, any other COCATRAM event or a CSA event).
Support for conferences and events:
the commercialization of the respective data bases
helping identify speakers for workshops and conferences
providing support for logistics or planning
the exemption of registration fees for a maximum of two observers
Support for projects. This could include, but not be limited to:
access to data from research and publications
feedback on the direction of the projects
dissemination of project results to the respective audiences
Collaboration on training matters: coordination of efforts of common interest related to training on maritime and port issues.
Mutual Cooperation Agreement between the Latin America Women’s Maritime Association and the Central American Maritime Transport Commission.
Scope
Considering the great mutual interest in fostering public and private maritime and port cooperation in the Latin American region, this Cooperation Agreement is signed between the Latin America Women’s Maritime Association (Red MAMLa) and the Central American Maritime Transport Commission (COCATRAM).
Objective
To promote the members of the participating bodies benefiting from mutual support and collaboration in order to foster the growth of the public and private maritime and port sector at the national and regional levels through the promotion of training, the development of joint activities, support for conferences and events, and participation in and the dissemination of projects.
Joint Tasks
Co-organized activities: the activities will cover issues of interest to the participants’ respective members. Possible activities include the discussion of maritime and port development, workshops and conferences.
Support during conferences and events through:
promotion in their respective data bases and digital media.
support in the identification and contacting of speakers for workshops and/or conferences.
support for the logistics and planning of the activities.
facilitating the use of technological tools (platforms) for virtual events.
Exoneration of the registration costs for a minimum of two observers from among each participant’s representatives to attend each other’s’ annual conferences or meetings.
Providing mutual support in the development of joint projects on maritime and port issues, including mutual technical advice, the sharing of knowledge from research and publications, and the dissemination of project results to the respective publics.
Coordinating efforts to foster the training of the members of both bodies on maritime and port issues.
Mutual Cooperation Agreement between Grupo Inversor Veracruzano, SAPI de CV (GRIVER) and the Central American Maritime Transport Commission (COCATRAM) for the Development of Short-Distance Maritime Transport (SDMT) in the Mesoamerican sphere.
Scope
Whereas there is mutual interest in fostering the development of short-distance maritime transport (SDMT) in the context of the Mesoamerican region (Mexico, Belize, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, Panama, Colombia and the Dominican Republic), a collaboration agreement is established to promote the growth of intra-regional trade in the Mesoamerican sphere.
Objective
Foster the growth of intra-regional trade in the Mesoamerican sphere, supported by the public and private maritime and port sector through short-distance maritime transport (SDMT).
Joint Tasks
Co-organized activities: the parties agree to associate in activities for the development of SDMT in the Mesoamerican sphere while this agreement is in force. These can include carrying out studies, surveys, conferences, meetings, seminars, workshops and any other activity that contributes to the achievement of the objectives established in this agreement.
Support for the establishment of the SDMT routes: in this agreement, COCATRAM can opt to provide support to GRIVER in the established routes whose origin and destination are the ports of Central American countries. This may include:
Access to information from surveys, foreign trade data bases, research studies and publications.
Comments and analysis on the advances and barriers experienced in the development of SDMT.
Dissemination of the results regarding the successes achieved in the development of SDMT.
Promoting the resolution of possible barriers that negatively affect the flow of SDMT cargoes and ships in Central America.
Collaboration in training: both organizations will coordinate efforts in the training of key public and private actors for the development of SDMT.
